The Relight Foundation specialises in facilitating and delivering managed bulk changeover to LED of public, street and industrial lighting.

LED lighting technology has come of age and is transforming cities in Europe and Asia.  Solid State Lighting (SSL) through light emitting diodes (LEDs) is the technology of choice.

LED lighting is set to become the dominant technology for most street and public lighting throughout Australia. In 1962 Perth was coined ‘The City of Lights’ by astronaut John Glenn, the first American to orbit the Earth.

Through the transformation of LED street and public lighting we have the opportunity to rename ourselves ‘the city of sustainable lights’, as is only appropriate for the 21st century.

21 century governance

Resetting governance and regulation through a new approach to minimum service levels, legal responsibilities and control over the service is necessary to complete the shift into the 21st century. The Relight Foundation is facilitating this change. Ultimately this will allow local governments and main road authorities to choose their service provider and make their own choices on technology, contracting models and service levels.

The plan, luminaire specification, changeover scope and contracts

Our team can prepare and/or facilitate the development of a locally focused business case, including cost benefit analysis to demonstrate the merits and identify the risks to be managed when planning for bulk changeover of street and public lighting to intelligent LED.

Project scopes are based on the specifications, context and specific requests of local governments. Projects are fully priced and quoted based on chosen luminaire and smart technology options. Ongoing management, maintenance and monitoring costings will be financially modelled. The Relight Foundation provides a turnkey solution, with supply agreements in place for luminaires, installation and pre-approved financing options (refer to our partners sections). Based on the preferred financing option, the payback term and structure is agreed with the client.

The Relight Team facilitates negotiations with the network owner(s) regarding access and other contractual arrangements such as financing, maintenance and monitoring, to ensure roles and responsibilities are clear to all stakeholders.

Scalability and project delivery

The Relight partners have longstanding relationships with the senior Relight Foundation executive team and therefore project delivery for the transition to LED is a core business activity. Our structure can be scaled and projects can as easily be delivered in metropolitan as in regional areas.

Safety and quality, innovation and delivering on time and on budget are paramount and reflect the values of the project management and delivery team. Transparency and agreed Key Performance Indicators combined with timely reporting enable customers to track progress and involvement in the delivery of the Relight revolution to the community.


The Smarts optimising efficiency and integrating technology into our community

Now the smarts.              

Whilst LED typically reduces power consumption from some 92 watts per hour for an average mercury vapor streetlight to 17-25 watts, and extends the life of the lights from 12,000 hours to between 50,000 and 100,000 hours, the real benefits of this upgrade can be expanded by more smarts. Smarts mean these services can be monitored and maintained in real time.

The data are impressive: power consumption is reduced by around 70 per cent and luminaire life is extended from three years to between 12 and 25 years.

Fine-tuning power consumption with remote electronic dimming maximises power saving curves and, depending on the capability of the luminaires selected, power consumption can be read remotely.

Real time connectivity

Monitoring street and public lighting is enabled through our control room partner Globalzone. Automatic fault reporting enables fast response to units in the event they are damaged by car accidents or other interference. This control room function also enables local government to change the light levels on demand, for example turning up brightness in specific locations for events or in case of emergency by making a simple call to the control centre.

Alternatively, Central Management Systems through Open Data Exchange API, LoRaTM, Sub-1GHz, NB-IoT, 3G or 4G, data centres/cloud and open device API can be accessed directly by the client via desktop, laptop or smart phone.

The automated work order system mobilises our maintenance partner to inspect, make safe and repair the streetlight within agreed time frames.

Other ‘smart city’ options such as environmental sensors, WiFi, movement sensors, traffic counters, CCTV can be added where these applications are warranted—that is, the street light becomes a technology backbone of the community.

Sustainable world: minimise - utilise

THE CIRCULAR ECONOMY

It is worth stating the widely accepted definition of what is a ‘circular economy’: it is a regenerative system in which resource input and waste, emission and energy leakage are minimised by slowing, closing and narrowing material and energy loops. This can be achieved through long-lasting design, manufacturing, maintenance, repair, reuse, refurbishing and recycling.

The Relight Foundation offers an exceptional opportunity for circular economy thinking and action on street and public lighting.


ENVIRONMENTAL CONSIDERATIONS

Energy efficiency enables us, as a community, to reduce our environmental footprint.

It’s a simple equation: 

Whether you agree or not agree with the man made climate change position, avoidance remains the best option, and minimising a close second!

The three main environmental benefits of upgrading to LEDs are reductions in energy and greenhouse gas emissions; mercury pollution; and light pollution by reducing upward waste light and consequent sky glow.

The United Nations led, global Minamata Convention on Mercury calls for banning the import, export and manufacture of mercury containing lamps by 2020. The 900,000 mercury vapour streetlight found on Australian streets, without available replacement lamps, will require complete replacement in the near future.

Retrofitting Relight intelligent LED will deliver environmental outcomes through energy efficiency as relatively, less power will need to be generated as well as removing the risk of mercury being released to the environment from broken lamps.

Social Considerations

Arguably the single most important social effect of light is its influence on feeling safe, quite apart from being safe, which cannot be under estimated.

High quality white light from LEDs will enable local governments to improve the illumination of public spaces to ensure greater safety and amenity.

Western Australia’s growing population requires and demands higher levels of sustainability. Smart lighting will be the beginning of your future ’smart city’, providing enhanced societal benefits such as:

  • Safer roads, better colour rendition, optical control and reliability

  • Improved security for citizens

  • Changed citizen perceptions of their living environment

  • Cultural or aesthetic enhancements

  • Attracting more tourists especially to city centres and attractions and visitors for local commerce.

Crime prevention

Everyone wants to feel and be safe where they live. Local governments have for the last decade engaged with strategies promoted by the WA Planning Commission for designing out crime.

Crime prevention through environmental design (CPTED) is based on the idea that people’s behaviour within the urban environment is influenced by the design of that environment. There is strong and compelling evidence for public investment in designing out crime initiatives, which include lighting in public places.

The aim is to increase the real and perceived safety in areas where activities occur. Many local governments are using lighting to design out crime. The Relight Foundation assists with:

  • promoting legitimate activity by users of public spaces after dark

  • using appropriate lighting fixtures

  • ensuring the appropriate placement of lighting

  • uptime and reliability of lighting

Road safety

WALGA’s Roadwise program supports the Safe Systems approach to road safety, which includes ‘safer roads and roadsides’ as one of the four cornerstones of the program.

Local governments in Western Australia are already participating in activities to achieve those ends. They are responsible for the control and maintenance of approximately 130,000 kilometres of road, which is some 88 per cent of the road network in Western Australia.

It is also where 65 per cent of serious crashes occur.

According to Main Roads WA, developing a safe system means planning and designing for a sustainable and safe road and transport network for all road users. Vehicle traffic and the needs of pedestrians and cyclists are equally important.

With close links to local communities, local governments seeking to address local road safety issues will benefit from joining with the Relight Foundation for a well-managed project for the upgrade to LED street lighting.


ECONOMIC CONSIDERATIONS

When combined with intelligent light management systems, LED lighting can save up to 70 per cent of electricity used for lighting and significantly reduce energy and maintenance costs compared to current lighting installations.

Public lighting accounts for up to 60 per cent of a typical local government’s electricity costs, and street lighting accounts for the biggest share.

There are also very significant savings in maintenance costs. With LED there is less frequent lamp replacement compared to conventional lamps, up to 25 years versus 3 to 4 years.

The capability of intelligent LED lighting to self-test and self-adjust will have a positive impact on maintenance requirements, as will networked lighting that allows automatic notification of luminaire faults.

A bulk changeover will ensure unification of the luminaire fixtures. This will also minimise the number of variants held as inventory for replacements. If such standardisation is adopted, considerable savings in operational costs will be possible.
